Thank you Suril. I performed that step as well and still get the same issue. I have reported the issue to Customer Support as suggested.

I reran the Service Configuration utility one more time on the old and the new servers pointing to the new database. The second pass worked, so possibly user error on my part. Issue resolved. Thanks...
